Skippy Skinner, the mischievous son of a small-town doctor, defies his father's warnings and sneaks off to Shantytown where he befriends Sooky, a boy from the wrong side of the tracks. When a spiteful dogcatcher impounds Sooky's beloved dog, Skippy and Sooky have only days to raise the license money, testing Skippy's loyalty as time runs out. © 1931 Universal Studios.
